THWEAO Annual Membership Membership Meeting, 2011

 

Call to Order-

            -Kim not here, no minutes from last year

            -$14,4233 total account, accepted.  See treasurer’s report.

 

Committee Reports-

-Seminars and education: Nancy will do driving clinic if there are the numbers, needs large enough facility to get out of rain, natural horsemanship clinic at Cheavaux had good attendance, possible sponsorship of clinics by TWHEAO

-Scholarship- lack of funds, Washington not doing auction at banquet (50/50 raffle instead) therefore TWHEAO doesn’t have tables to set up auction, very depleted scholarship account                    

-Suggestion: TWHEAO buy iPod Nanos for scholarship money, preload and sell, have people preload music

-Voluntary addition of $25 to membership fees to support scholarship

-Tack/clothing sale at WA banquet, can donate funds to scholarship

-Highpoints-Done and in, difficult for someone not familiar with the system to complete, creating classes that count for highpoints to make highpoints easier to calculate, rethink rules/be clear on show programs to indicate classes that count for highpoints

-Scar rule tickets (sensitivity), points still count

-This year, class schedules made to reflect economy, but didn’t fit well with highpoint rules

-OR/WA program, first time that highpoints will count for people who are NOT OR/WA members

-Linda, Susan, Rebecca doing awards

-Offer classes for CORE awards, combination-can have some, need to focus on CORE classes, about 30, Trainer’s show-ensure that classes are available to earn highpoints

            -Show-smallest show in a long time, 60 horses, loss $2,400,

                        -Need cheaper facility and staff reconsiderations

                        -Show now at McMinnville June 3-5, half the cost of Eugene

                        -Not sure whether it will be 2 or 3 day show

-Kirk Peters judge, offered to do it at no cost, club will cover gas and lodging

-Show schedule somewhat similar to last year, properly titled so they count for awards

-Skip BBQ to save money, does less in order to have money to do more

-Forming committees next meeting

-WIWHA- meeting at banquet, TWHEAO voting members expected to vote as required by TWHEAO

                        -Nancy attending HIO conference calls

                        -2010 rule book on WIWHA website

-Audit report available, audit done by audit department of government

                        -Program to answer audit, positive answer to all audit points

-Independent inspection people, 100% vet inspect, HIO charged with only enforcing rules/penalties

-Doesn’t mean much for us in 2011, USDA will be focusing on implementation, 2012 will see changes

-2011 penalty protocol now mandatory, not open for negotiation

-WIWHA rule book approved by USDA, no changes from last year, added DQP training, penalty protocol (2011 additions)

-Only issue-less DQP’s

-Govn found conflict of interest in DQP due to involvement with TWH business (Trainers, owners, exhibitors)

-We only have 5 DQP, new DQP must go through 14 hour training, we can’t recertify DQP’s out for over a year (must do training)

-Shows this year won’t have much to change b/c of adhering to penalty protocol

-Can no longer use SHOW judges; SHOW sent nothing in writing (info available on website from Nancy) we don’t have a contract with SHOW

-We have no legal protection as far as SHOW is concerned

-Does SHOW actually exist this year? Very hush-hush

-Membership down, bred mares down, and registered foals way down, 3,000 annually, 3 years ago it was 12,000.

-Marty Irby president of Breeder’s, open forum to share ideas on improving Breeder’s

-$200,000 a year for delayed registration for foals, owners waiting until foals are sold to register

            -New business-

-Election of Board of the Directors for 2011: Kara Dokos, Judy White, Mattie Reynolds, Frank White (Ruth was finishing out Diane’s last year)

-WIWHA may be voting on a 1” shoe for liteshod division, in the past SHOW has used 1”shoe, TN currently uses this shoe

-Motion for TWHEAO to vote in favor of 1” shoe, motion passed

-Possibility of allowing bands on pleasure horses to show at WIWHA may vote

-Versatility points do not allow for bands

-Bad image to show in bands?

-Motion to not allow bands on pleasure horses if brought up at WIWHA meeting, motion passed

                        -TWHEAO WIWHA reps will vote as a block

-Trainers possibly having a trail/country pleasure novice class to show in, or to show in versatility classes

-Rule has always been trail/country pleasure only for amateurs

-Motion to not allow trainers to ride in limited specified versatility classes (not rail classes) such as water glass, gaming, trail, or driving on trail pleasure/country pleasure horses, voting as a block at WIWHA meeting, motion passed

-Motion to take money from show/general fund to purchase Nanos (preloaded) for scholarship fund to sell at banquet, 2, Holly will take care of it, motion passed

-Motion to offer young adult membership, low cost for 18-21 year olds, $15, with voting privileges, motion passed

-WIWHA appointments: David Green (Rules and Enforcement), Holly Reynolds (Versatility), Frank White (DQP), Needs volunteer (Futurity), Judy White (Show Committee), Nancy Plunkett (Alternate)

-TWHEAO Officers: David Green (Treasurer), Holly Reynolds (Vice President), Cheryl Morgan (President), Mattie Reynolds (Secretary), motion passed

-Next meeting- February 8th for committee appointments in Albany at 7:00pm

-Adjourned at 2:00pm.
